That was the official excuse. As this is a politician whose sole fame comes from being a sadistic Union leader back when I grew up, I ignore it to keep my amusement. You try living in a country where the post offices, buses, trains, seaports, airports etc. are all on strike because someone talked about taking away a fringe benefit from the Electric Company workers (to whit, free electricity).
I'm sure I've seen that picture before, only with Bush instead. It's a pretty common trick, so I'd take it with a pinch of salt.
